The Regional Council of Pohjois-Savo
The Regional Council of Pohjois-Savo operates in three main areas:
1. Co-operation and protection of the region's interests
- expressing the region's needs
- promoting projects that are important to the region
- increasing co-operation among the municipalities and the sub-regional units
- co-operating with state authorities, the business community, labour market organizations and other organizations
- promoting large-scale regional co-operation between the regions
- building and promoting international networks
2. Regional development duties (statutory)
- handling general planning of regional policy
- preparing both national and regional development programmes as well as the European Union's Objective regional programmes and pertinent decision-making
- drawing up programme agreements and co-ordinating development funds for the area
- allocating regional development funds
- co-ordinating the functions of the state regional government
- maintaining contact with the European Union and ensuring co-operation with neighbouring areas
3. Planning of the use of areas (statutory)
- handling regional planning based on the Finnish Building Act
- harmonizing plans for the use of state-owned and municipal areas
- developing road and railway connections
